Hi, 

You have to buy it from Cedric. Quite expensive too. 

Cedric moves around a bit. He has a house in Lobinden, sometimes he hangs out around Lobinden, sometimes he is at the tree platform, sometimes he is further along the path when you venture to the forest via Lobinden. 

There should be a crafting icon on your map where he is though.
